Commanderies don't affect water units at all, but we should consider what will be more impactful in the mid-game, when we will start fighting on land.
Kof is the obvious choice to unlock Age 2 for raiding enemy Wood . They are way cheaper than Age 3 and just as good as a distraction. The bonus production speed is also great to transition to a land army quicker.
