Select Bhakkar as the governor for this Tughluqabad Fort. The passive Food will help us fund the extra Delhi production and eventually go to Castle Age.
Prioritize upgrading it rather than building new Tughluqabad Fort.

Tughluqabad Fort governors priority: Bhakkar (tier 3) followed by Uch (tier 1). Then pick based on the situation:
Ajmer if under inmediate threat or to help secure an exposed Gold vein.
Sehwan if you manage to grab some Relics.

: The only tier 4 governor effects that are worth are Bhakkar for more resources and Jalor for a bit of extra health on cavalry or Sehwan for more healing on .

Since we have already built and upgraded Bhakkar, we can discard that option.

Jalor only grants 15 more health compared to the tier 3 effect, so it's not really worth it, although it can be useful for a timing attack right after aging up; since we are skipping the several minutes it takes to build and upgrade the Tughluqabad Fort (and the

Stone cost).

Sehwan is ok, but nothing too crazy, and adding is very expensive for the stats they provide. It's good to have a few of them, but investing an entire landmark to buff them is not optimal.
